This is an old lavender hybrid dating back to the early 1800's.  It is similar to the new hybrid 'Goodwin Creek Grey' and a hybrid from the 1890's, Lavandula x allardii. All three are hybrids of French lavender, L. dentata. Heterophylla is taller than 'Goodwin Creek Grey' and shorter
